On Wednesday, January 14, the Committee of Permanent Representatives at the level of ambassadors in Brussels listened to the presentation of the European Commission’s proposals for providing Ukraine with a 90 billion euro loan, as a result of the discussion some diplomats had technical questions. The discussion will continue this week and next week.

Details: The publication’s interlocutor reported that the Commission presented its proposals regarding the loan to Ukraine at the Coreper meeting. Diplomats shared their first impressions and the general reaction was positive. “Some issues require further clarification,” the source said.

On Friday, the mentioned technical issues will be discussed at a meeting of financial advisers in Brussels, and next week the discussion will continue at the level of ambassadors in Coreper.

Another European interlocutor of “European Truth” clarified that the discussion of technical details is a normal process, and it “should not be considered as a problem or a slowdown.”

“This is a standard procedure when the initial draft of the document proposed by the European Commission is not automatically agreed, but is discussed with the member states that ask questions or make amendments,” he explained.

Both sources emphasized that both European officials and the majority of EU member states, including Cyprus, which presides over the EU Council, are interested in concluding technical discussions as soon as possible so that Ukraine receives the first tranche of the loan as early as April 2026.

On Wednesday, January 14, the European Commission adopted a package of legislative proposals that will allow Ukraine to receive a loan of 90 billion euros from the European Union to meet its financial and military needs in 2026 and 2027.

On December 18-19, the European Council decided to grant Ukraine a loan in the amount of 90 billion euros for 2026-2027 from EU borrowings on capital markets, secured by EU budget reserves based on the mechanism of enhanced cooperation with Ukraine.

Hungary, Slovakia and the Czech Republic did not endorse this scheme, but refused to participate in it.

On December 22, the European Commission adopted a proposal regarding the decision of the Council of the EU, which allows enhanced cooperation with Ukraine – the first step towards obtaining credit funds. Currently, after the agreement of the EU ambassadors in Brussels, the draft decision of the Council of the EU “On granting permission for extended cooperation regarding the establishment of a loan for Ukraine” is sent to the European Parliament for approval, which may take place as early as next week.
