“Energoatom” case: the prosecutor of the SAP stated about Mindich’s influence on Galushchenko and Umerov

Prosecutor of the Specialized Anti-Corruption Prosecutor’s Office Serhiy Savytskyi said that Timur Mindich, the former business partner of President Volodymyr Zelenskyi for “Quarter 95”, whom NABU and SAP consider to be the head of a criminal organization that organized “large-scale corruption schemes” in the energy sector, had influence on former Minister of Energy Herman Galushchenko (now Minister of Justice) and former Minister of Defense Rustem Umyerov (now the secretary of the National Security Council).

The prosecutor announced this on November 11 at a court hearing at the State Criminal Court on choosing a preventive measure for one of the participants in the case.

“In the course of 2025, the facts of Mindich’s criminal activities in the field of energy through his influence on Energy Minister Galushchenko and in the field of defense: through influence over Defense Minister Umyerov were established,” the prosecutor said.

Umerov did not comment on the statement. Earlier today, he announced that he had arrived in Istanbul, where he will have meetings in the coming days to “unblock the exchange process.”

On November 10, NABU announced the disclosure of the activities of a criminal organization whose main activity was “systematic obtaining of illegal benefits from the counterparties of Energoatom in the amount of 10% to 15% of the value of contracts.” NABU claims that funds were legalized through a back office in the center of Kyiv, through which about 100 million dollars passed.

On November 11, NABU reported the arrest of five people in the case of “the activities of a criminal organization, which included current and former officials of the energy sector, a businessman known in the media, and other persons”, who “built a large-scale corruption scheme to influence the activities of strategic state enterprises, in particular JSC NAEK Energoatom”.

As the bureau’s press service noted, a total of seven persons were notified of the suspicion, these are:

  • businessman – head of a criminal organization;
  • former adviser to the Minister of Energy;
  • executive director for physical protection and security of Energoatom JSC;
  • four persons are “employees” of the back office for legalization of funds.

Later, the bureau also noted that the suspicion of illegal enrichment in this case was reported to the former Deputy Prime Minister of Ukraine. Anti-corruption authorities do not name the official, but the circumstances point to Oleksiy Chernyshov. He has not yet commented on it.

NABU noted that detectives of the bureau conducted more than 70 searches in Kyiv and other regions, and the entire staff of the National Bureau was involved in the final stage of the operation. “Energoatom” confirmed the searches in its office, saying that it fully cooperates with the investigative authorities.

NABU also noted that the special operation to document the activities of the criminal organization lasted more than 15 months – from the summer of 2024, and during this time “a large array of data was collected and thousands of hours of audio recordings were obtained.”

On November 10, it was reported that NABU detectives searched Timur Mindich, a businessman and co-owner of the Kvartal 95 studio, and Herman Galushchenko, the former Minister of Energy, who is currently the Minister of Justice.

The Ministry of Justice later confirmed that investigations were conducted with Galushchenko’s participation, and stated that the minister provides “full assistance” to law enforcement agencies. At the same time, as noted in the ministry, “due to the need to maintain the secrecy of the pre-trial investigation, the minister refrains from public comments until the relevant procedural actions are completed.”

Mindich, who, according to law enforcement sources, left Ukraine shortly before the searches, has not yet commented on the situation.

On November 10, the Verkhovna Rada registered draft resolutions on the dismissal of Herman Galushchenko from the position of Minister of Justice of Ukraine, as well as Svitlana Grynchuk from the position of Minister of Energy.

After that, Grynchuk said that she will not react now, because she “does not understand the claims.”

NABU detective Oleksandr Abakumov said on the air of the “Ukrainian Pravda” program that during the investigation of this case, detectives “in different situations” recorded four Cabinet ministers. According to him, we are talking about officials from different periods, that is, they are not all four current ministers.
