End of Spam: In Ukraine, new rules for business calls are being introduced

The digital transformation Ministry provides mobile operators to combat spam calls and obsessive advertising. These actions are part of the new resolution approved by the Cabinet of Ministers of Ukraine on June 25, 2025.

In order to reduce the number of spam calls, the business will have to enter into a contract with the operator and register the numbers from which it can call. If this condition is not fulfilled, the calls from these numbers will be blocked automatically.

In addition, mobile operators will soon be able to block mobile numbers after reporting users about spam calls.

In addition, the resolution makes changes to other important rules. In particular, users in their personal offices should enable the content services to be switched off on their own, without the need for additional access to the operator. Also in personal offices should be full of cost control

In addition, operators should immediately register the speed of the Internet in the transaction. If the promised 100 Mbps, consumers will receive 40, it will be considered a violation of the contract. At lower real speed, users can also file a complaint to the NCEC or go to court.

Another important change is the support of Ukrainians in the war zone. According to the new rules, users should not lose communication due to non-payment of services, at the same time, they should not block their SIM cards. The first entry into the network must also provide a free communication package.

All of the changes, including the blocking of spam calls, will be introduced gradually so that mobile operators have time for technical refinements.
