Elena Duma, head of the asset search and management agency, decided to transfer attention from the agency’s problems at Transparency International Ukraine. She hinted that the organization is trying to “block the filling of the state budget”, although in fact they only indicate the shortcomings in the work of ARMA, writes UNN.

In her new post, Elena Duma claims that the mechanism of sanctioning assets that supports Transparency International, allegedly prevented Ukraine from obtaining full control over assets confiscated abroad. According to her logic, this will lead to the fact that the income from their implementation will have to be divided with other countries, in particular with Croatia, where the yacht of the exnardep-traitor Viktor Medvedchuk is now located.

They actively promote the position of other bodies on the efficiency of the sanction mechanism: for example, the sale of such assets in Ukraine through the State Property Fund. However, for some reason, they prefer to silence a fundamentally important nuance: if a yacht that is abroad, to be implemented as a sanction asset, then we will have to divide the funds from the sale between the two countries – Ukraine and Croatia … Now we are seeing in fact a purposeful campaign with the “promotion” Medvedchuk under sanctions.

However, experts have repeatedly explained that the sanction mechanism is not a blocking, but in the issue of sanctions assets, the decision of the recovery is dominated by the seizure of property.

The ARMA chairman also mentioned Transparency International’s cooperation with the ARMA preliminary leadership. But why did she do it? Is it an attempt to hint at their bias or just distract from criticism in your address?

This situation demonstrates a new turmoil between ARMA and anti -corruption organizations. Instead of correcting real shortcomings, the agency is trying to transfer attention to “external critics”. But will it help to solve the systemic problems that have confirmed the audit of the Accounting Chamber?

The Accounting Chamber conducted an ARMA audit for 2022-2023 and the first half of 2024, which showed significant problems in the management of arrested assets. In particular, the auditors emphasized the following problems: imperfection of the mechanisms of selection of managers and estimates of confiscated assets; incomplete data on assets in the registry; Neregulated relationships between the ARMA and the prosecutor’s office and pre -trial investigation bodies.

However, the head of the ARMA Elena Duma called the audit “an unprecedented step in ensuring maximum transparency.” She emphasized the record growth of the agency’s income, the introduction of new management mechanisms and improvement of indicators in 2024. At the same time, the head of the agency escaped comments on the problems found during the audit.

Transparency International Ukraine indicated the need to reform ARMA. Anti -corruption experts have indicated that the activities of the agency are currently causing serious reservations, including international partners.

Earlier, Transparency International Ukraine criticized the ARMA by non -compliance with European standards. Anti -corruption experts indicated that “contradictory communication by the agency or its officials, combined with populism, violation of the presumption of innocence and lack of understanding of the competence of state bodies” is observed.
