According to the government official, this decision was made due to the fact that Russia changed the tactics of strikes, increased the attacks by “Shaheed” and began to hit dozens of these drones at one point on small substations.
“The enemy changes attack tactics every time, and our decisions adapt accordingly. Not all of them are public for security reasons,” said Oleksiy Kuleba.
The government official also said that the construction of the protection of energy facilities has been ongoing since 2023, when Russia began targeting the critical infrastructure of Ukraine.
“In 2023, it was decided to protect the largest energy facilities of Ukrenergo with a complex of measures, including physical measures. In total, there are about a hundred large elements that needed protection. Of this number, 46 elements at 22 substations were protected by the Recovery Agency. Of them, 38 elements have been fully implemented. Another eight are 90% ready and will be completed by the end of the year”, – this is how the Deputy Prime Minister explained the situation with the protection of energy facilities.
The Cabinet of Ministers also allocated funds for the protection of energy facilities in the frontline regions, Yuliya Svyridenko reported.
“In August-September, the government allocated more than 1.5 billion hryvnias for the protection of energy facilities in the front-line regions, created a reserve of materials for quick recovery, and constant communication with partners continues to provide Ukraine with more air defense systems,” the Prime Minister said.
In autumn, the Russian military intensified its attacks on the Ukrainian energy and gas infrastructure, which supplies people with gas during the heating season.
The forces of the Russian Federation regularly attack Ukrainian regions with various types of weapons – attack UAVs, missiles, anti-aircraft missiles, anti-aircraft missiles.
The leadership of Russia denies that the Russian army during a full-scale war inflicts targeted strikes on the civilian infrastructure of the cities and villages of Ukraine, killing the civilian population and destroying hospitals, schools, kindergartens, energy and water supply facilities.
The Ukrainian authorities and international organizations qualify these strikes as war crimes of the Russian Federation and emphasize that they are purposeful in nature.
