DBR: Command Command Point on Paper for Payments on Payments

Employees of the State Bureau of Investigation reported the suspicion of one of the military units in Chernihiv and three subordinate officers: according to the investigation, they earned on illegally issued payment to soldiers who allegedly worked in the fictional headquarters.

Details: According to the investigation, in 2024 the commander created “on paper” a separate command post, where 14 servicemen were allegedly on duty. In fact, they did not perform any duties – they spent almost a year at their own discretion, but received an additional cash remuneration of 2 thousand hryvnias for each “outfit”. After receiving the funds, the military transferred some of the money to the commander and his accomplices.

Five of these soldiers performed personal work for the head: repaired his private estate, built a guest house on the same plot and equipped an apartment that belonged to his son.

In addition, the commander contributed to the evasion of another military who, during working hours, earned the repair of cars near the part.

The rest of the soldiers simply spent their service time at their discretion.

As a result of the unlawful scheme, according to the DBR, the state suffered losses for more than UAH 2 million.

The four officers were reported suspected of crimes committed in an organized group:

to the commander of the military unit for abuse of power or office (Part 3 of Article 28 of Article 28, Article 364, Part 5 of Article 426-1, Part 5 of Article 27 of Part 4 of Article 409 of the Criminal Code of Ukraine.)

• Head of storage of the military unit under Part 3 of Art. 28 h. 2 of Art. 364 of the Criminal Code of Ukraine.
• The senior geodesous department of storage of the military unit under Part 3 of Art. 28 h. 2 of Art. 364 of the Criminal Code of Ukraine.
• Cartographer of the cartographic department of the military unit under Part 3 of Art. 28 h. 2 of Art. 364 of the Criminal Code of Ukraine

The sanction of Art. 364 of the Criminal Code of Ukraine provides for imprisonment for up to 6 years, Art. 426-1 of the Criminal Code of Ukraine – up to 12 years in prison.

The bureau added that the court had arrested on the property of the persons involved.
