The Speaker of the House of Congress representatives Mike Johnson explicitly states that there is no appetite for new help in Ukraine in America. The fate of 40 billion euros for the EU’s military needs is still foggy. Italy, Spain and Portugal have already opposed.
All this is against the background of a critical shortage of weapons at the front. As well as record unused potential of Ukrainian manufacturers. Thus, according to the technological forces of Ukraine, because of the missing state contracts for 2024, Ukrainian weapons did not produce (however they had capacity) 1.7 million drones and HPs.
Advertising:
It would be possible to find this money for Ukrainian manufacturers, for example, if the Ministry of Defense had been fined for UAH 18.5 billion for late supply of weapons from unscrupulous suppliers.
Or, having resolved the issue with overdue receivables of weapons suppliers for UAH 51 billion. The weapon, purchased for this amount, never saw the front. Although the delivery time has long been, most of these contracts were paid in 2022-2024.
For understanding: UAH 51 billion is three times more than collected by the largest volunteer fund “Come back alive” for the entire existence of the fund.

And it is only part of those funds that could go to the weapon if the authorities used the allocated funds as effectively as possible.
Below – let’s look at these and even more shocking numbers. Each of them is supported by official data and documents.
- UAH 18.5 billion is only fines accrued with unscrupulous suppliers that have not yet been paid.
By law, the supplier who violated the contract due to the contract must pay penalties. If the supplier does not pay them and the penalty voluntarily, the Ministry of Defense is obliged to recover funds through the court.
The CPC appealed to the Ministry of Defense for the total amount of claims filed in court for the sake of such sanctions. We also asked to clarify the amount of funds actually paid by violators.
The Defense Ministry replied that they do not have such information, And the answer to the request ”requires the creation of new information through analytical work. “That is, in fact, the Defense Ministry has refused to inform the society of their work to recover this money.
However, MP Anastasia Radini still managed to obtain some information from the Ministry of Defense. Thus, in response to the deputy’s request, the ministry stated that as of January 1, 20125, the amounts of penalties and interest for violation of the supply time for the full -scale war amounted to UAH 18.5 billion. This amount consists of:

Moreover, only 742 million were paid during a full -scale war.
Why did the budget receive about 4 percent of UAH 18.5 billion? It looks like the Defense Ministry is in no hurry to knock out these fines.
A good example for the Ministry of Defense, how to fight for your money – the “Come back alive” fund. Thus, the head of the Foundation Taras Chmut reported: “14.9 million hryvnias charged penalties returned to” return alive “to accounts and will be sent for defense forces.”
- 51 billion UAH – paid on contracts. The terms of which have long been over, and weapons have not yet come.
This figure does not include the above mentioned UAH 18.5 billion of penalties and is relevant as of February 1 this year, according to the Ministry of Defense’s response to the CPC’s request.

The smaller part of these 51 billion UAH of debts was formed after the establishment of the Defense Procurement Agency (AOP). However, the history of the formation of most of this overdue receivables is as follows.
Criminal cases related to improper money were opened before the Great War.
However, if by 2022 the Department operated the budget just over UAH 20 billion a year, then with the beginning of the Great War, this figure increased tenfold. However, the methods of the department seem to have not changed. An example of this is the case for the Lviv Arsenal, when the Ministry of Defense was withdrawn UAH 1.5 billion, and the ammunition was never put.
So, in 2022-2023, the DVTs found crazy money. According to the Ministry of Defense, in the first two years of the Great War, the Department spent on the conclusion of armed contracts – UAH 404 billion.

In 2022-2023, when it was clear that weapons should be purchased here and now, the Ministry of Defense still concludes long-term armed contracts for several years.
Suppliers also paid little attention to the background of the suppliers. As a result, some of them have reinforced the execution of contracts, without putting the weapon.
As a result, as stated above, as of February 1, 2025, the Defense’s receivable receivables reached considerable size.
Whether the Ministry of Defense is sued for some part of these funds – the Ministry of Defense did not respond to the CPC’s request.
However, these UAH 51 billion is not the only amount that Ukraine has paid, but has not yet received weapons. Next – more.
- UAH 72 billion-the amount for which 2022-2023 has not yet been received.
According to the Defense Ministry’s answer, UAH 72 billion is the amount paid for weapons a year ago and ancient times. As of the beginning of this year, these weapons were not delivered.

If weapons are paid, for example, 6 months or a year ago – such receivables are natural. Because a weapon production cycle can last about six months. However, when the weapon for the country in which the brutal war is being paid in 2022-23, and in 2025 it is still not present-the question arises: what is the reason for such delays?
As for the main reasons for delaying weapons, the Ministry of Defense should respond to the society.
According to our information, the following process takes place in the duration of contracts. The decision to extend the contracts is made by the Minister of Defense on the basis of the conclusions of the Chambers of Chambers. They were continued by both Reznikov and Umerov.
As a result, we have the following situation: funds – withdrawn from the Ministry of Defense as a prepayment; Front – without weapons, and suppliers – avoid payment of fines.
To be guilty of responsibility-we will direct all the conclusions of the Chambers of Chambers and the decisions of the Ministers of Reznikov and Umerov to the continuation of contracts concluded by the DVTP for 2022-2023.
***
As mentioned above, for 2022-2023 the DVTP spent on purchase UAH 404 billion.
However, whether old contracts were made and whether such enormous amounts were used – the authorities have either decided not to understand, or intentionally hiding it from society.
We wrote about the critical situation in the DVTP in the CPC for the first time in July 2023. In the same July, “Ukrainian Pravda” wrote about the schemes of Lviv Arsenal, which then turned into a criminal case against DVTP officials.
So, when he joined the post of Minister of Defense in September 2023, Rustem Umerov knew about problems in the Department. However, as of October last year, the Minister did not conduct a comprehensive audit of his work. Although such audits occurred in almost every structure of the Ministry of Defense.
At the same time, the Accounting Chamber also refused to check the use of funds for the purchase of weapons of the Ministry of Defense during a full -scale war. As we wrote earlier, starting an audit of “Efficiency of spending on weapons purchasing”, the account very quickly replaced it with an audit of compliance (that is, an audit of the correctness of management processes and decisions, and not on the efficiency of budget spending).
That is, the auditors refused to respond how the Ministry of Defense spent more than 400 billion UAH of taxpayers’ funds for weapons in the hottest periods of the Great War: 2022-2023.
However, even in such a “crook” audit the Accounting Chamber had to recognize the presence of a significant long -term receivable in the Ministry of Defense, that has led to “failure to ensure the critical needs of the Armed Forces of Ukraine in service and military equipment”.
Why haven’t the Ministry of Defense spending on weapons purchased have not yet been conducted? We suspect that the results of such an audit would raise a lot of interesting information, and the efforts to find the perpetrators in the situation would lead to the President’s office.
In particular, because in the conclusion of contracts in 2022-2023 the then deputy at Reznikov was closely involved-a kind of Denis Sharapov. Sharapov is an ancient business partner of Presidential Head Andriy Ermak. Yermak and Sharapov were the beneficiaries of the European Partnership Media Group LLC. The third partner here was Russian Rakhamim Emanuilov.
You could also remember Sharapov as a Chara Reznikova, who showed “not those jackets” during a meeting of the Anti -Corruption Committee, where to consider the purchase of “winter” jackets for military people from Turkey in a dubious firm. Later, Mikhail Tkach found that the firm was related to the nephew of the People’s Deputy of the Defense Committee Gennady Kasai.

In a dry residue, we have the following picture:
- UAH 18.5 billion of fines that weapons suppliers would have to pay for the breakdown of deliveries to the front. However, only UAH 742 million has returned to the country;
- 51 billion UAH of overdue receivables. That is, these billions have already paid for weapons, the terms of delivery have long passed, no deliveries, money has never been returned to the state;
- UAH 72 billion-the cost of weapons, for which they paid in 2022-2023, contracts for it have not been expired, probably because of a constant extension of time, but at least more than a year can not be put;
- The Ministry of Defense does not have information or refuses to say it, many armed contracts are sued with unscrupulous suppliers and at what expense these contracts;
- No independent audit of armed procurement made by the Defense Ministry for 2022-2023 has been held for hundreds of billion hryvnias.
