Details: According to the CPC, next week the Council will consider the Bill No. 10311, which gives the National Guard more powers.
It allows for security officers to use firearms, gas and electric stuners against civilians during mass riots.
The document has already been approved by the law enforcement committee of the Parliament.
The CPC emphasized that it could not be put to the vote without proper revision and correction of risky standards.
Dangerous provisions of the Law, which the CPC pays attention to:
- The new bill expands the powers of the NSU, allowing the use of firearms without clear restrictions, which can lead to excessive violence and violation of human rights.
- The bill allows the National Guard to use coercion after a voice or through technical means, but in noisy or chaotic conditions it may be ineffective, which actually opens the possibility of using firearms at a distance and threatens civilian population.
- NSU will be able to use rubber and plastic sticks, tear gas, as well as contact and contact-dialing.
- The bill allows the National Guard to mark violators during riots, which creates the risk of erroneous designation of innocent persons and violation of their rights.
- The National Guard will be able to use drones without clear restrictions, which can lead to mass tracking and violation of the right to privacy.
