- the owner of a group of companies (scheme organizer) IT entrepreneur Roman Koval;
- His employee, former Pension Fund Chairman Alexei Zarudny.
According to the investigation, in 2020-2021 the owner of a group of companies together with officials of the Ministry of Social Policy, the State Secretariat and the former chairman of the Pension Fund organized a scheme of procurement of software at inflated prices. Initially, they stopped already started at the Ministry of Informatization, which spent more than $ 950,000. US to open the way to a controlled company.
Then they provided the tender with the conditions that cut off other participants, and attracted another controlled company to create the visibility of competition.
As a result of the Ministry of Social Policy, it concluded an agreement with the “required” supplier, which put the software at an inflated price, which led to losses of the state budget by more than UAH 29 million.
As prosecutors point out, the issue of precautionary measures is currently being resolved.
In addition to this episode, the organizer of the scheme (Koval) and the former deputy chairman of the State Secretariat (Zhora) are already accused of seizing more than UAH 62 million during the procurement of software from the State Secretariat, which is under consideration at VAKS.
