On Wednesday, the OTCC published an official position and announced that it would carefully check all the facts of the incident.
The military notes that on February 9 in the city of Odesa, during the alerting activities, a joint alerting group consisting of servicemen of the TCC and SP and a representative of the National Police stopped a citizen to check military registration documents. During the inspection, it was established that the person is wanted for violating the rules of military registration.
The TCC says: the officials explained to the citizen his legal status and offered to go to the unit to clarify the data, and the man allegedly agreed.
The military claims that upon arrival at the destination, the citizen suddenly began to “show unmotivated aggression and commit destructive actions, as a result of which he intentionally inflicted bodily harm on himself.”
“Given the unstable psycho-emotional state of the person and the head injury, the servicemen immediately provided first aid and called the medics. The citizen was hospitalized in a specialized medical facility under the supervision of doctors,” the TCC said in a statement.
Further, the military claims that on the morning of February 10, during his stay in the hospital, the patient committed a repeated attack of aggression, threatening others. For example, due to a direct threat to the life and health of the medical staff, by the decision of the doctors, the citizen was isolated in a specialized room with limited access. The relevant facts are documented in the journals of the medical institution and are confirmed by the testimony of eyewitnesses, the TCC says.

Mamutov’s direct speech: “His name is Vitaly. He works as an ambulance driver. He is of limited fitness. He is on the military register.
The circumstances of the event are as follows (from Vitaly’s words): TCC employees shot at his feet during busification, used pepper spray, and then handcuffed the person.
Employees of the TCC tried to calm down the aggressive colleague, when the second time he climbed up to beat the person who was already in handcuffs.
As a result, Vitaly was hit on the head with the handle of a pistol. The result is a hematoma, a punctured skull, and heavy bleeding.
The victim was taken to Tarutyn, but the TCC did not accept him, because the entire car was covered in blood, in particular, due to periodic gushing blood. I had to be taken to the hospital urgently.
After his condition was stabilized, the workers asked to put him in an isolated room “so that he does not escape.” They called the police. The police took the evidence and called an ambulance for transportation to the hospital in Odesa. Now he is in a regular ward together with two other patients.”
