Resilience during blackouts is one of Kyivstar’s key priorities as an electronic communications operator with the largest national coverage. Thanks to significant investments, as well as active and systematic work, Kyivstar increased the stability of the telecom network more than three times since the beginning of the full-scale war.
Starting from 2022 more than UAH 2.3 billion investments were aimed at ensuring energy independence: the purchase, installation and maintenance of equipment that provides backup power for telecom network facilities. The operator of electronic communications does everything possible to ensure that subscribers remain connected and do not experience a significant decrease in the quality of services during power outages.
The Kyivstar network consists of more than 65,000 base stations located at technological sites throughout Ukraine. Thanks to the operator’s efforts, all telecom network facilities currently have backup power. At the beginning of January 2025, more than 197 thousand batteries (one battery is taken to be rated at 12 V 100 A*h), and the operation of key infrastructure objects of electronic communication networks is supported by more than 2700 generators.
In case of prolonged blackouts, Kyivstar will provide uninterrupted communication for at least three days for all critical nodes of the network, as well as for objects important for the functioning of the country’s economy and security system, determined by the NSDC.
In general, since the beginning of the full-scale invasion of the Russian Federation, the Kyivstar telecom facilities worked on backup power for almost 4 million hours. And the amount of fuel spent on generators has already exceeded 3 million liters.
In 2025, Kyivstar plans to additionally install more than 1000 powerful generators and more 52 thousand batteries (for one battery, the rating of the battery is 12 V 100 A*h). In particular, the operator expects to supply more than 13 thousand more in the near future. accumulators to strengthen the energy independence of the telecom network.

In general, by the end of 2025, modernization will cover the entire network — for this, Kyivstar purchased more than 85,000 new batteries.
In addition to redundancy, Kyivstar continues to modernize the network. The company is investing 1 billion hryvnias in the deployment of GPON technology. Starting from 2025, the connection of new houses will be carried out exclusively by optical fiber technology. In multi-apartment buildings that already have a FTTB network, GPON will gradually be added as a second layer to improve the quality of service.
Also, Kyivstar continues to look for additional opportunities to ensure communication stability. The company invites you to join to cooperation on a commercial basis businesses that have generators with spare capacity of 8 kW or more and are willing to share it. The Generator As A Service model is being considered on a permanent basis with fuel cost compensation for the power provided.
