Details: It is reported that the main task of the general is to ensure political loyalty and proper management of personnel.

General Chen Hui previously worked in the Air Force, and in April 2023 he became the Political Commissar of the Air and Space Forces of the PLA. His transfer to the new post has caused surprise among analysts, because Chen has no experience in the ground forces.

Hui will replace Qin Shutong, whose reasons for resignation have not been disclosed, as have his future assignments. Qin’s predecessor is known to have retired at the age of 65, which is the unofficial retirement age for senior military officials.

The paper reported that ground forces commander Li Qiaomin and former political commissar Qin Shutong were not present at the ceremony, raising further questions.
