“The date of such elections is appointed by the Verkhovna Rada of Ukraine no later than 90 days before the day of voting. Due to the full -scale armed aggression of the Russian Federation, martial law was introduced in Ukraine, during which no elections are organized or held. Therefore, the decision on the appointment of regular local elections was not made by parliament, ” – the message on the CEC website indicates.
Therefore, the CEC states the lack of grounds for submission of candidates to local territorial election commissions, as well as for the formation of a new composition of territorial election commissions of different levels, which prepare and hold local elections in Ukraine.
“If it was not for the Russian aggression and a terrible war, which was resolved against Ukraine by the Russians, we would have already entered in the period of preparation and organization of regular local elections, in particular, in accordance with the requirements of electoral legislation, local branches of political parties would be able to submit candidates to a new composition of territorial election commissions,”
However, as noted in the CEC, no elections are organized or conducted during the martial law, and therefore TEC members whose composition was formed in the next local elections on October 25, 2020, continue to exercise their powers to form a new composition of the commission.
In Ukraine of February 24, 2022, martial law was introduced. At the same time, they announced general mobilization. Since then, the Verkhovna Rada has extended the duration of martial law and mobilization every three months.
