By 2028, almost 100% of orphans in Ukraine will grow in family forms of education – the Ministry of Social is working on implementing a strategy for ensuring the rights of children by 2028. The plan envisages an increase in family forms of upbringing and improvement of services for children with disabilities.”, – WRITE ON: Unn.ua

By 2028, about 95% of children left without parental care will grow in family education forms. The third will increase the provision of children with disabilities – social, educational and medical services.

The relevant plans, as indicated by the Ministry of Social Policy of Ukraine, can only be implemented in the event of a full implementation of the strategy planned by the government.

The Ministry of Social Policy is working on implementing a strategy for ensuring the right of every child in Ukraine to grow in a family environment by 2028.

The profile ministry promises that in the event of a goal:

95% of orphans and children deprived of parental care will be brought up in family care forms;

The number of children receiving institutional care and upbringing will decrease by 30% (80% – children under 3 years) compared to 2023;

30% more children with disabilities and/or special educational needs will receive social, medical and educational services in the community.

According to this strategy, the Government of Ukraine has a total of 6 strategic goals.

Among them:

Enhancing the ability of families with children to care and educate, as well as create a safe environment for children;

The growth of orphans and children deprived of parental care, including with disabilities, in the family environment;

Providing temporarily and forcibly displaced, evacuated, as well as deported children, children from TT, from places where hostilities are conducted – growth in the family environment;

Observance of the rights and interests of children, including during the reform of institutions;

Providing children with experience of alternative care, to establish social relations;

Creation of organizational and legal conditions for a number of goals, including, in particular, ensuring the level of awareness of children about the full social development of the child.
