The executive committee of the Brovary City Council prepared the project of the Program for the Creation of Barrier-Free Space in the Brovary Territorial Community for 2025-2029. The total volume of financing for 5 years will amount to more than 51 million hryvnias. The project of the Program provides that more than 18.5 million hryvnias will be allocated for the creation of a barrier-free space in the community in 2025, in 2026 – more than 8.5 million hryvnias, in 2027 – 10.5 million hryvnias, and in 2029 – more than 7 million UAH

The local government plans to spend 43.4 million hryvnias for the specified period on the introduction of physical accessibility, in particular:

  • for information accessibility measures – more than 1.5 million hryvnias,
  • for the implementation of digital accessibility – more than 1.1 million hryvnias,
  • for barrier-free education – 5 million hryvnias.

“I hope that the city council will support the Barrier-Free Program project at the next session. This is an extremely important initiative for our community, because it is aimed at creating comfortable conditions for all residents, regardless of their physical capabilities. Brovary should become a city of equal opportunities, where everyone – from children to the elderly – will feel comfortable and safe.Accessibility is not only an infrastructure, but also an indicator of the development of a community that cares about everyone,” Ihor Sapozhko noted.

According to his data, at present, about 15% of the community’s residents experience difficulties every day during independent movement, receiving services, necessary information, or orientation in space. In particular, we are talking about persons with disabilities and temporary health disorders.

“This program is aimed at raising public awareness of equality and non-discrimination, as well as at including all population groups in the life of our community. Its purpose is to ensure equal access to public and civil facilities, transport, education, culture, work, sports, social services and information for all residents. The program is also designed to increase responsibility for violations of the rights of people with disabilities and to stimulate the removal of barriers that prevent them from exercising their rights,” Ihor emphasized A shoe

Among other things, the Program project envisages improving the accessibility of shelters for people with disabilities in 2025-2029, reconstructing the swimming pool of the KP “Health and Rehabilitation Center” so that people in wheelchairs can visit it without hindrance. In addition, it is planned to equip a number of other buildings, including residential ones, with ramps and elevators, as well as the continuation of road and transport infrastructure.

Also, the local authorities plan to carry out major repairs of the passenger elevator in the local hospital next year and current repairs of the thresholds of the ramps in the surgical building, the infectious disease department, the consultation and diagnostic center, at the entrance to the women’s consultation, etc. In 2026, it is also planned to replace the hospital elevator, but the passenger-cargo one. In addition, by 2030, renovations of the bathrooms of the medical facility are planned, taking into account the needs of people with disabilities.

This is far from the entire list of measures that the local government plans to implement to increase accessibility in the Brovary community. But the project of the five-year Program demonstrates the serious intention of the city authorities to make life in the community accessible and comfortable for all categories of the population. Investing in physical, informational, digital and educational accessibility, as well as improving the infrastructure of hospitals, shelters and transport facilities, is an important step towards the development of the “Community of Equal Opportunities”.

Earlier UNN told that the city government of Brovary is developing a program for 4-5 years to improve accessibility and comfortable movement of people with disabilities. In particular, the Brovary community plans to install special elevators for people with disabilities in multi-apartment buildings. According to Mayor Igor Sapozhko, this option is optimal for the community’s old multi-apartment buildings.

Adviser to the mayor of Brovary Olena Hakopyan said UNNthat all state institutions in Brovary are accessible to people with disabilities. All large shopping centers are equipped with ramps, elevators, and hygienic rooms for persons with disabilities. Various commercial establishments and organizations have become more and more often seeking advice to properly equip or redesign entrances to be accessible to people with disabilities.

In addition, the city has a diving rehabilitation project for Ukrainian soldiers who lost their limbs defending Ukraine from the Russian invaders, family members of the dead, internally displaced persons and veterans.
