On March 20, Russian leader Vladimir Putin signed a decree according to which civilian Ukrainians who “reside in Russia and occupied territories, should” regulate their legal status “or leave Russia and occupied territories of Ukraine by September 10, 2025.
According to the British intelligence report, the purpose of the decree is almost certainly forced displacement from the occupied territories of those Ukrainians who abandon Russian passports.

It is also emphasized that Russia illegally considers Ukrainian territories part of Russia.
“Russia is mistakenly and illegally identified both occupied and unocal Ukrainian territory in Donetsk, Lugansk, Zaporizhia, Kherson regions, as well as Crimea as part of the Russian Federation. This is directly contrary to the recognition of Russia’s independence and sovereignty after the collapse of the Soviet Union, as well as the broader international recognition of Ukraine, ”the intelligence stressed.
Earlier, the center of national resistance reported that the occupying authorities would increase pressure against Ukrainian citizens who did not receive a Russian passport or have not issued a refugee residence permit or status.
According to the underground, the occupied territories are going to build objects of the so -called “special infrastructure project”. “This is how the occupying authorities have vested the creation and distribution of concentration camps for the disloyal population,” the Center for Resistance said.
Ukraine does not recognize Russian passports issued in the occupied territories. The Commissioner of the Verkhovna Rada of Ukraine for Human Rights Dmitry Lubinets emphasized that Russia forcibly issues passports in the occupation, but tries to show that it seems to be voluntarily. He has repeatedly urged to leave the occupied territories to avoid pressure from the Russian Federation.
