A year ago, the author of this material had a conversation with one influential MP.

– We want, he wants, but everyone is afraid to appoint him a viceremer, because in the future there may be a suspicion of NABU. We also have two people in the Cabinet of Ministers with suspicions (Olga Stefanyshyn, Taras Vysotsky – UP). And here can be the third. Those who without suspicion may be inconvenient.

It was about the former minister of development of communities and territories and the then head of NJSC “Naftogaz of Ukraine” Alexei Chernyshov.

Two weeks before the conversation, the UP published an investigation that Chernyshov had searches, but the National Anti -Corruption Bureau of Ukraine (NABU) and a specialized anti -corruption prosecutor’s office (SAP) did not conduct them – even despite the existence of a corresponding court order.

The searches concerned the criminal case regarding the probable receipt of illegal benefit to Chernyshov and his entourage from the developer Sergei Kopistyra, the owner of the KSM Group Group of Companies.

The court order states that the Minregion officials in 2021-2022, when Chernyshov headed it, could be involved in the illegal transfer of the land plot for the construction of a residential complex.

In particular, one of the apartments in the housing complex of Kopistyrs was owned by the wife of a special serviceman Vadim Marchuk. The latter from 2021 to 2022 was secured by Chernyshov, when he headed the Ministry of Regional Development.

At that time, four sources in the anti -corruption authorities confirmed that the searches did not take place due to the influence of NABU Director Semen Krivonos on detectives, who had a longtime acquaintance with Chernyshov.

The year before those events “Ukrainian Truth” managed to record the secret visit of Chernyshov to NABU. Both officials – Chernyshov and Krivonos – were then reported that they met on the transparency of Naftogaz’s work.

Chernyshov’s transfer from Naftogaz seemed to be postponed to the Cabinet of Ministers. The questions were put on a pause. But for a short time. In December 2024, the President’s office returned to the idea of ​​this personnel jump, despite all the previous risks and fears. And this is another testimony to the relationship of President Vladimir Zelensky and Alexei Chernyshov. After all, then for the appointment of Chernyshov not only collected and collected votes in parliament, but also invented a completely new department – the Ministry of National Unity of Ukraine.

Because in order to become a viceremer, it should be “your boyfriend” – you need to lead a particular ministry. And by coincidence, the new position of Chernyshov envisaged systematic work abroad at a time when he continued to appear in the NABU case. That is, during the investigation, he had all the legal grounds to leave the country.

According to the UE interlocutors in political circles, during the first weeks after Chernyshov, he did not understand what he should do in the new ministry, except meetings with Ukrainian refugees. These meetings, according to participants, have quickly turned into agitation measures of the authorities.

It is also worth remembering that Chernyshov – the only Cabinet of Ministers members – was present at the celebration of President Zelensky’s birthday in 2021, which took place in Timura’s apartment during quarantine restrictions. 10 months later, Chernyshov was also the only representative of the Cabinet of Ministers at the anniversary of the chairman of the head of Andriy Yermak at the State Dacha Sinohur in the Carpathians.

And although now, according to the sources of the UP among the political top, Chernyshov, against the background of corruption, causes Zelensky annoyance, the very fact that this case can be publicly hit directly on the presidential environment, does not allow the authorities to simply “wash hands” and release the situation on the dumplings.

After all, such a high -ranking person in the team of Zelensky has not yet been “suspected”. And there is a lot of effort to do this.

Probably that is why Chernyshov’s case last week is happening that every new day is increasingly reminiscent of the show.

Almost every day – a new country, meetings of different levels, work in the interests of Ukrainian refugees. And all this looks familiar, even routine – nothing that could attract the attention of the average citizen.

But if you explore deeper, you can find out that in the last week around Chernyshov begins to “burn the earth”. However, this land burns mainly in Ukraine, as the viceremer himself continues to be abroad, publicly pretending that he has no problems with the law.

As some deputies are currently ironic, Chernyshov has turned into a “forced person” – one of those who should take care of in accordance with his official duties. Or, as his colleagues say: a minister who should ensure the voluntary return of Ukrainians to Ukraine, he does not seem to be returning voluntarily. At least so far. And that’s why.

According to the interlocutors of “Ukrainian Truth” in law enforcement agencies, approximately a month ago NABU and SAP, without any public statements, conducted searches in the current viceremer-minister. Almost a year after receiving the first court order.

Such a sudden acceleration in the case, even within the anti -corruption bodies themselves, is jokingly associated with the possible aggravation of the struggle for influence on the President of Zelensky – between the head of the Presidential Office and the “co -owner” of government quarter Andriy Ermak and one of the key associates Cabinet.

However, if you investigate Chernyshov’s case, this version looks unlikely. After all, NABU detectives have long been doing large -scale work, which began in November 2023, when the developer Sergey Kopistir was detained on suspicion of attempting to bribe the successor of Chernyshov – the then Minister of Community Development Alexander Kubrakov. However, during the same week they detained another close associate of Chernyshov – Vasyl Volodin.

Volodin was the Secretary of State of the Ministry of Communities and Territories during the Chernyshov leadership. Like Gorbatiuk, Volodin went to work in Naftogaz and became a member of his reign when the company was headed by Chernyshov.

It seems that law enforcement officers were forced to detain the two persons involved at the moment when Chernyshov was no longer in Ukraine, since there were no guarantees for Gorbatyuk’s return from vacation, and the second detained – Volodin – according to the investigation, had significant opportunities for the organization of escape.

From this we can conclude that these detentions are forced. After all, if Alexey Chernyshov, while in the Czech Republic, followed the court sessions of the Supreme Anti -Corruption Court to choose precautionary measures with his former subordinates, he heard a lot about himself.

According to the results of the meetings, the Supreme Anti -Corruption Court sent Gorbatyuk on June 13, and on June 17, Volodin is detained with the right to make bail. Instead, Viceremier Chernyshov left the Czech Republic to Vienna.

This event was announced by Chernyshov on June 10 – before the suspicion of his environment and before his travel abroad.

The total amount of funds made to the construction fund was 68 thousand 8 UAH 75 cents. At the same time, the minimum market value of the specified apartment as of July 2022 was 1 million 856 thousand 141 UAH 25 cents. Thus, on July 22, 2022, Kopistyr and Tatarenko provided Chernyshov undocumented benefit in the form of a discount for a drain for the purchase of an investment object – an apartment in the amount of 1 million 788 thousand 132 UAH 50 cents.

The total amount of funds made to the construction fund on the basis of contracts amounted to UAH 203,565. The minimum market value of these objects is 5 million 753 thousand 650 UAH. Thus, Conortagers and Tatarenko provided Chernyshov’s undue benefit of 5 million 650 thousand 875 UAH.

On August 23, 2022, Medvedev, on behalf of Chernyshov, sent a photo of the passports and cards of the taxpayer of taxpayer Yatsyk Nina Mikhailivna and her husband Malashko Svyatoslav Nikolaevich. Medvedeva also informed Kopistyrs that the contracts for participation in the Funding Fund should be issued on Malashka, which will arrive on August 26, 2022 to the city of Kyiv.

On August 26, Kopistra announced Medvedev about the registration of the said contracts, about participating in the Fund for Financing Construction for four apartments. The total amount of funds deposited by Marchuk and Dreboti and Malashk to the funding fund amounted to UAH 900 thousand 135, and the minimum market value of them and Chernihnyshov real estate was 15 million 516 thousand 650 UAH. Thus, real estate objects were acquired by Chernyshov, Marchuk, Drebotty and Malashko at prices lower than the minimum market for 14 million 616 thousand 550 UAH 50 cents.

And here it is interesting who works proactively: law enforcement officers or those whose activities they have been exploring for years. This version of Chernyshov will need to “travel” on business trips for another 2-3 weeks. Or do not return at all.

Chernyshov returns to the country after agreeing a clear rescue plan. In this scenario, according to the sources of “Ukrainian Truth” in law enforcement agencies, the newly appointed Attorney General Ruslan Kravchenko may participate. He, like Chernyshov, is confidently walking in the career ladder during the cadence of Vladimir Zelensky and managed to change three high positions at the presidential quota.

Changes in the Cabinet are once again hanging in the air, and Chernyshov continues to travel “in working mode”, creating symbolic conditions for the return of Ukrainians – without intention to return. Such a schedule allows him to pull until July 10, when there will be a two -day Ukraine Recovery Conference in Rome, organized by the Ministry, which he heads. And this is an almost perfect time corridor to implement either the first or second scenario.

Currently, according to UP sources in political circles, Chernyshov’s team is actively working on finding appropriate measures and possible options for meetings abroad, in order to continue the “marathon” of unity. This is not always possible, but at least one meeting for the second week of business trip can still be organized.

On Monday, Vienna was attended by the President of Ukraine on Monday. None of the public events from Zelensky from Chernyshov – despite the fact that Viceremier was also in the capital of Austria with a “working visit”.
