Prime Minister Yuliya Svyridenko stated that the Ministry of Energy, the Ministry of Development and the Derzhenergonadzor were instructed to maximally simplify the connection of cogeneration plants, modular boiler houses, gas turbine and gas piston plants for increasing distributed generation. She wrote about it in a telegram.

According to her, the National Commission for State Regulation in the Energy and Utilities Sector (NKREKP) was recommended to shorten the terms and simplify the requirements for project documentation, technical conditions and joining procedures.

The commission will report the results to the government within a week, added Svyridenko.

Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, Russian forces have intensified their attacks on the Ukrainian energy sector.

The Security Service of Ukraine qualifies Russia’s strikes on Ukrainian energy infrastructure as crimes against humanity. The SBU noted that since the beginning of this year’s heating season, it has documented 256 air attacks by the Russian Federation on energy facilities and heat supply systems of Ukraine.
