Details: The State Duma of the Russian Federation adopted in the third reading a law that allows to keep the accused in crimes against the security of the state in individual detention facilities, subordinate FSB, said one of its authors, deputy Vasyl Piskaryov.

“This will increase the effectiveness of criminal investigations of this category and is guaranteed to protect the investigation spies and terrorists from unauthorized communication with investigative against other types of crimes,” he said.

According to him, the adoption of such a law – “adequate response of the state” to the existing threats to security against a full -scale invasion of Ukraine, after which “a multiple intensified activity of foreign special services”.

The law will come into force on January 1, 2026.

The exanalystial of the Federal Sentence Service Anna Karetnikova stated that the adoption of this Law was a return to the practice characteristic of the KGB, from which Russia departed after the collapse of the USSR in the 1990s and 2000s within the limits of fulfillment of obligations taken on the admission of the Council of Europe in 1996.

“The maintenance and investigation cannot be concentrated in the same hands. If so, it will legalize the arbitrariness that is now that the prisoners will be knocked out of the prisoners by creating unbearable detention conditions,” the expert says.

Karetnikova also notes that finding information about cases against political prisoners will become even more difficult – although there are many cases, such as the State Council, for example.

“We will not know anything about these cases that are happening to these people, torture them or not tortured, feed or do not feed. I think that their external relations with the world will be restricted, as well as correspondence with political prisoners, which is now being consolidated by civil society.

The FSB could have its own pre -trial detention center by 2006. After that, they came under the jurisdiction of the Ministry of Justice of the Russian Federation and got into the structure of the FSVP. The only exception is the Lefortovo insulator in Moscow, which was informally in charge of the FSB. Although it is subordinate to the FSVP, the SIZO building is physically linked to the FSB investigative department.

In total, in Russia, seven investigators of the Central subordination of the FSVP, including the Kremlin Central, located inside the detention center # 1 “Matroskaya Silence” of Moscow subordination.
