The document describing the guarantees states that in the event of a future “significant, deliberate and sustained armed aggression” by Russia against Ukraine, it will be viewed as a threat to the peace and security of the transatlantic community and the US and its allies must respond accordingly, including the use of military force.

This framework establishes the conditions for a ceasefire between Ukraine and the Russian Federation and provides security assurances, modeled on the principles of Art. 5 of the North Atlantic Treaty, adapted to the circumstances of this conflict and the interests of the US and European partners.
The United States confirms that a significant, deliberate and sustained armed attack by the Russian Federation across the agreed “truce line” deep into Ukrainian territory would be considered an attack threatening the peace and security of the transatlantic community. In the event of such an event, the President of the United States, exercising his constitutional powers and after urgent consultations with Ukraine, NATO and European partners, must determine the measures necessary to restore security. These measures may include assistance in the form of military, intelligence and logistical support, economic and diplomatic measures, and other steps deemed appropriate. Each reported violation will be evaluated by a joint evaluation mechanism with the participation of NATO and Ukraine. NATO members, including France, the United Kingdom, Germany, Poland and Finland, confirm that the security of Ukraine is a component of stability in Europe and commit to acting in concert with the US in response to any identified violation, ensuring a united and credible deterrence posture.
This framework comes into force from the moment of signing and will remain in force for 10 years, with renewal by mutual agreement. Its compliance will be overseen by the Joint Monitoring Commission, headed by European partners with the participation of the United States.

A senior official from the White House said that the Russian Federation has been informed about this project, but it is currently unclear whether they expect it to be personally signed by the head of the Kremlin.
The interlocutor says that the proposal is planned to be discussed with European states and its content may change. According to him, the Trump administration considers the proposed guarantee project a very winning proposition for Ukraine and for its long-term security.
Trump’s special envoy Steve Witkoff allegedly discussed this document with the Secretary of the National Security and Defense Council of Ukraine Rustem Umerov this weekend, and on Thursday the document was handed over in writing to President Zelensky.
Axios interpreted the read text as a direct commitment by the US to intervene to defend Ukraine in the event of a new attack by the Russian Federation, which may not please Trump supporters who adhere to the idea of ”America First”. The WSJ mentioned in its publication that the “guarantees” do not include direct obligations of the US regarding military assistance to Ukraine.
