One of the most teasing topics to be discussed today is the recognition of Washington of the Peninsula in Russian. What is the topic on the table – previously told the journalists of The Washington Post. Their sources say that this fact goes “with the abolition of sanctions imposed on Russia for the seizure of the peninsula. If the abolition is confirmed, it can affect the entire architecture of restrictions on Russia, which Ukraine and the world have been rebuilt for 11 years (but frankly, systematically – since the beginning of a full -scale invasion).
In 2014, the United States launched a Russian-Ukrainian sanction program (The Ukraine/Russia-Related Sanctions Program)-it was a response to the Russian occupation of Crimea and part of East of Ukraine. The first was Barack Obama Decree No. 13660, which the President declared a state of emergency to eliminate the threat posed by the actions and policies of certain persons who undermined democratic processes and institutions in Ukraine; Threatened peace, security, stability, sovereignty and territorial integrity of Ukraine. Subsequently, three more decrees were signed that year, expanding the sphere of emergency.

Who did they concern and what were restricted? Sanctions have been applied:
- against persons responsible or involved in certain activities in Ukraine;
- against officials of the Government of the Russian Federation;
- against persons working in the field of arms production or related material means of the Russian Federation;
- against individuals and legal entities operating in the Crimea.
These documents also allowed to impose sanctions on economic entities operating in certain sectors of the Russian economy, and also banned the import or export of goods, services or technologies before or from Crimea. As well as new investments in the Peninsula by the United States citizens.
The decrees became framework documents that created a legal basis for imposing sanctions against the Russian Federation and provided the US Ministry of Finance for further work. Then, in 2014, 461 persons and institutions, including banks “Russia” and RNAB, the so-called “LNR” and “DNR”, PVC “Wagner” came under sanctions.
The Americans also have been sanctioned by some military enterprises that appear in the study of the NAC, dedicated to foreign details in Russian Kabach – this is in particular, NGO “Basalt” and the corporation “Tactical rocket launcher”. Decrees also have become a basis for sectoral sanctions against key sectors of the Russian economy, in particular, financial, energy and defense.
In 2018, Donald Trump and in 2022, Joe Biden issued new decrees that relied on and expanded. In February 2025, under his new cadence, President Trump extended a state of emergency introduced by the 13660 decree for another year.
And what will we have now, provided that Americans still recognize Crimea in Russian? If presidential decrees are canceled, all sanctions imposed on their basis may be valid. And this will potentially affect not only the restrictions imposed through the annexation of Crimea, but also the entire US sanction policy on Russia.
President of Ukraine Volodymyr Zelensky and the EU Chief Diplomat, Kaya Callas, have already said that they do not recognize Crimea in Russian. Callas emphasized that the recognition of the occupied peninsula would be a serious mistake and dangerous precedent. Which contradicts international law and encourages the aggressor. In the White House, Crimea information is not commented at this time, emphasizing that the Trump administration has made a “fair proposal for both Ukrainians and Russians”
