Verbatim DBR: “The investigation established that the officer repeatedly exceeded his official authority, kicked the mobilized, and then also made videos of his “exercises”. His actions were systematic in nature and show contempt for the requirements of the law and the basic principles of military service. Instead of fulfilling the duties defined by the law, the official used his official position to intimidate and physically influence citizens.”

Details: According to the investigation, in August-September 2025, an official of the TCC and SP, during the implementation of measures to notify conscripts, repeatedly used physical violence against citizens.
For example, in August 2025, during the clarification of military records, he kicked a man, including after the victim fell to the ground, causing him bodily harm, and in September 2025, he punched another citizen on the head numerous times.
In addition, in September 2025, during another check of military records, an official of the TCC and SP again used physical force against another man, punching him in the shoulder.
As a result of the specified illegal actions of the suspect, three victims were inflicted with physical pain and moral suffering. At the same time, such actions undermine the authority of the Armed Forces of Ukraine and the state’s defense capability, the prosecutor’s office notes.
The law enforcement officer was notified of the suspicion under Part 5 of Art. 426-1 of the Criminal Code of Ukraine — excess of power in the conditions of martial law, which caused significant damage.
The sanction of the incriminated article provides for punishment in the form of imprisonment for a term of eight to twelve years.
Currently, measures are being taken to establish the involvement of other persons, including management officials, in the specified illegal actions.
