In many places, there has been a halt, and in many places there has been a rollback, and a serious one at that,” he emphasized. “We quite successfully rebooted the VKKS and the VRP in 2022, but the first of them was attacked by the SBI in March, and according to the second, we have a draft law that attacks the mechanism of disciplinary procedures of the VRP,” the expert added. Other coalition members at the presentation will agree that comparing the current shadow report with the previous one, it is “hard to find progress” and the deterioration in the pace of reforms compared to 2024 is obvious. The report also acknowledges some progress in reforms that has taken place over the past year. “Despite the existing challenges, individual institutions created as part of Ukraine’s European integration process have begun to demonstrate tangible results. Disciplinary bodies have successfully dismissed a number of odious judges,” the document notes.
