KP “Euro-reconstruction” operates the Darnytsia CHP (Kyivska TEC-4) – a thermal power plant in the Dnipro district of Kyiv, which supplies heat to industrial enterprises and residential areas of the Dnipro and Darnytsky districts.
Energy Minister Denys Shmyhal showed NATO Secretary General Mark Rutte, who is visiting Kyiv, one of the Kyiv thermal power plants that was attacked by Russian troops that night.
“Mr. Rutte was shown the terrible consequences of this attack. The enemy launched a rocket attack on the energy facility that provides heat to the city’s residents. This is a civilian facility. The shelling was deliberate. Just when the temperature dropped to -25°C. This crime must be properly assessed,” he wrote in a telegram.

The Air Force of the Ukrainian Armed Forces announced on the morning of February 3 that Russia attacked Ukraine with more than half a thousand missiles and drones, hitting 27 locations, and the main areas of attack were Kyiv, Kharkiv, Dnipropetrovsk, Vinnytsia, and Odesa regions.
“Ukrenergo” reported a “significant number” of consumers in Kyiv, Kyiv, Kharkiv, Vinnytsia and Odesa regions without power, as well as damaged energy facilities in several regions as a result of a massive Russian attack on the night of February 3.
The attack, the target of which, in particular, was the energy infrastructure, took place against the background of trilateral talks between Ukraine, the USA and Russia in Abu Dhabi, aimed at ending the war, scheduled for February 4 and 5.
The Russian military regularly attacks Ukrainian cities and civilian infrastructure in all regions of Ukraine with various types of weapons – strike UAVs, missiles, anti-aircraft missiles, anti-aircraft missiles.
The Ukrainian authorities and international organizations qualify these strikes as war crimes of the Russian Federation and emphasize that they are purposeful in nature.
Shelling of life support systems and health care facilities with the aim of depriving people of electricity, heat, water supply, communication, medical care and other necessary conditions for life is a sign of genocidal actions.
The leadership of Russia denies that the Russian army during a full-scale war inflicts targeted strikes on the civilian infrastructure of the cities and villages of Ukraine, killing the civilian population and destroying hospitals, schools, kindergartens, energy and water supply facilities.
