Accession to the European Union: the negotiating position of the EU regarding the three clusters was transferred to Ukraine

The so-called negotiating position of the European Union on three clusters was officially handed over to the Ukrainian side in Lviv, which will become the basis for further technical work on the way to Ukraine’s accession to the EU.

Marie Bjer, who is responsible for enlargement in the Danish government (which currently chairs the EU Council), announced that Ukraine is being given all the data that Kyiv needs for further technical negotiations with the Commission three clusters at once: No. 1 (“Fundamentals” – questions about democratic procedures, rule of law, etc. go here), No. 2 (“Internal Market” is the largest cluster) and No. 6 (“External Affairs” is the simplest cluster, where Ukraine wants to succeed quickly).

In particular, Bier read aloud and also handed Ukraine a document critical for the negotiations – negotiating positions of the EU on each of these clusters. In EU terminology, this is called Draft common position (DCP).

Until now, the EU has had a strict ban on communicating European DCPs to candidate states before negotiations on the relevant clusters officially begin. Now, at the insistence of the Danes, this taboo is broken.

Moreover, there is already an informal agreement with the Cypriot presidency that at the beginning of the year they will similarly hand over the DCP for the remaining three sectors to Ukraine.

The path chosen by the EU theoretically allows Ukraine even complete the negotiations even before overcoming Orban’s veto – but only if Ukraine implements reforms according to the roadmap it received today.

After the opening of technical negotiations, Ukraine and the EU agreed on a 10-point priority reform plan, which included provisions on anti-corruption and the rule of law.
