90% of Ukrainians believe that Ukraine should strike on Russian territory – survey

90% of Ukrainians believe that Ukraine should strike on Russian territory, according to the results of an all-Ukrainian survey conducted by the Kyiv International Institute of Sociology (KIIS).

“In February 2023, we asked the question whether Ukraine should launch strikes on the territory of Russia or not, so as not to provoke escalation. In January 2026, we asked this question again, but added a new option (we singled out strikes on military facilities and oil and gas infrastructure). Both in February 2023 and in January 2026, 90% believe that Ukraine should strike on the territory of Russia,” the authors of the study say.

At the same time, according to the survey, from 38% to 10%, those who talk about strikes on only military objects have decreased. 80% of respondents now believe that, in addition to military facilities, Ukraine should strike other targets as well (an increase from 52% compared to February 2023): 7% talk about the military and oil and gas infrastructure, 48% add Russia’s energy sector to this, and 25% generally believe that Ukraine should also strike the Russian population (an increase from 13% in February 2023).

The survey was conducted on January 23-29, 2026 by the method of telephone interviews based on a random sample of mobile phone numbers in all regions of Ukraine (territory under the control of the government of Ukraine), 1003 respondents were interviewed. The survey was conducted with adults (aged 18 and older) citizens of Ukraine who, at the time of the survey, lived on the territory of Ukraine controlled by the government of Ukraine.

After the start of a full-scale invasion of Russia, various objects on the territory of the Russian Federation are subjected to airstrikes. Most often, in 2024 and 2025, oil refineries (refineries) became the target of attacks.

Most of the attacks were confirmed by the General Staff of the Armed Forces of Ukraine, stating that the Defense Forces of Ukraine “systematically implement measures aimed at reducing the combat potential of the Russian occupation forces, as well as at forcing the Russian Federation to stop armed aggression against Ukraine.”
