According to reports, only one athlete from each of the three federations, two Russian and one Belarusian, will be admitted (a pair in pair figure skating and ice dancing in this case is considered as one athlete) subject to strict requirements:
- A strict and comprehensive targeted Olympic anti-doping program will be in place.
- There will be a thorough analysis of the public statements and actions of athletes and staff in support of the invasion of Ukraine.
- Athletes and staff must not be associated with the Russian and Belarusian armies and other law enforcement agencies.
- Full compliance with the Charter and Code of Ethics of ISU.
- The use of flags, anthems, as well as other visual elements and references to Russia and Belarus is prohibited at qualifying competitions.
- If an athlete violates the eligibility criteria or other conditions of participation in the “neutral” status, the ISU Council may deprive him or his staff of the “neutral” status without the possibility of replacement.
- The new requirements do not apply to officials who remain suspended from ISU competitions and qualifying tournaments.
The qualifying events for the 2026 Olympic Games will be the 2025/26 World Cup in Figure Skating, the 2025/26 World Tour in Short Track and the Figure Skating Qualifying Tournament, which will be held in Beijing, China, from September 17 to 21, 2025.
At the same time, the ISU continues to condemn the invasion of Ukraine and support Ukrainian athletes in three ways through the ISU Development Program, financial assistance to national federations and a support program for displaced athletes.
