The passport of a citizen of Ukraine (ID card), which is issued for the first time, will be produced free of charge.
“As of January 1, 2025, the cost of individual biometric document forms has been changed by SE “Ukraine Printing Plant”. In connection with this, the total cost of issuing a passport of a citizen of Ukraine in the form of an ID card, a passport of a citizen of Ukraine for traveling abroad, as well as a permit for temporary and permanent residence in Ukraine also increased,” the message reads.
At the same time, the passport of a citizen of Ukraine (ID card), which is issued for the first time, will be produced free of charge.
The cost of processing documents from January 1:
- Passport of a citizen of Ukraine (ID card), the term of registration is up to 20 working days – UAH 558 (126 UAH – the cost of administrative services and 432 UAH – the cost of the form).
- Passport of a citizen of Ukraine (ID card), the term of registration is up to 10 working days – 928UAH (UAH 496 – the cost of the administrative service and UAH 432 – the cost of the form).
- Passport of a citizen of Ukraine for travel abroad, the term of registration is up to 20 working days – 1042 hryvnias (352 UAH – the cost of the administrative service and 690 UAH – the cost of the form).
- Passport of a citizen of Ukraine for travel abroad, the term of registration is up to 7 working days – 1682 hryvnias (UAH 992 – the cost of the administrative service and UAH 690 – the cost of the form).
- Permit for permanent residence in Ukraine – 1175 hryvnias (UAH 496 – the cost of the administrative service and UAH 594 – the cost of the form, UAH 85 – state duty).
- Temporary residence permit in Ukraine – 1080 hryvnias (452 hryvnias – the cost of administrative services, 594 hryvnias – the cost of the form, 34 hryvnias – state duty).
Those citizens who paid for administrative services and submitted applications for processing documents by December 31, 2024, will receive documents at the old price.
At the same time, persons who have paid for administrative services by December 31, 2024, but have not yet submitted an application for processing documents, will be able to make an additional payment at the rates in effect at the time of submitting the relevant applications.

In particular, in the new year, new taxes for FOP will come into effect. Entrepreneurs will pay a single social contribution (EUS) in the amount of 1,760 hryvnias per month. It may not be paid by persons who are in the occupied territories, as well as by non-profit organizations that are salaried employees.
In addition, the military levy will be increased. Entrepreneurs of group 3 will pay 1% of income, other groups – 10% of the minimum wage (currently it is 800 hryvnias per month). Individuals will pay 5% of the military tax.
