The government launched free buses to transport people.
As reported by DTEK Odesa Electric Network, as of the evening of November 17, specialists were still restoring power supply to critical infrastructure facilities so that people had water and heat in their homes. Also, where possible, energy companies connected household customers.
“The most difficult situation is in Odesa and the Odesa district. Unfortunately, there is still no technical possibility to supply voltage to the critical infrastructure objects of the Kyiv (Tairove micro-district) and Primorsky (Arkadia micro-district) districts of the city. The work is ongoing,” DTEK said.
The city’s mayor’s office reported that on November 18, the city’s electric transport was not working due to problems with the electricity supply.
“The limitation of energy supply does not allow us to launch electric transport on the routes. Therefore, in addition to traditional route taxis, large buses, which Odesa received from international partners, will go on two routes,” the message says.
Free buses run from two “sleeping” districts of the city – Kyiv and Peresypsky.
In particular, two buses will transport passengers from 28th Brigade Street (former Paustovsky Street) to Peresypski Mosty. Two more buses will run from Architektorska Street to the railway station.
Morning flights: departure at 7:00 a.m. from the final stops on the Architect’s and 28th Brigades, the interval is 45 minutes. Each bus will make two round trips. Evening rush hour: start of traffic at 15:00 from the final stops. Two return flights are planned.

As the director of the Department of Education and Science of the Odesa City Council, Olena Buynevich, reported, schools and kindergartens in Odesa are closed for two days off, according to the decision of the regional commission of TEB and NS in Odesa. They will have regular groups for those children whose parents cannot leave them at home.
Oleh Kiper, the head of Odesa OVA, said that out of seven districts of the region, two remain partially without electricity supply – Podilskyi and Odesaskyi.
According to him, water supply is gradually being restored in Odesa. Individual facilities run on generators, as well as deployed “points of invincibility,” as Kiper claims, totaling 674 in the region.

“Hospitals and other critical infrastructure facilities are provided with electricity from alternative and backup sources. The working hours of drinking water pump stations in the city have been extended until 10:00 p.m., and water tankers with technical water are operating in designated places,” the official said.
