According to the Yields SEC analytical platform, in 2024, about 1926 illegal operators offered their services 15.8 million Germans, which is about 20% of the population. Estimates indicate that up to 88% of gross gambling income falls on the black market, especially because of a wider range and lack of restrictions on illegalities.
The difficulties of legal operators are exacerbated by rigid federal regulation and differences between land. In 2021, the interstate agreement introduced strict licensing rules and high taxes, which gave illegal platforms a serious competitive advantage.
Lawyers believe that federal intervention can change the situation. They call for a strong legal market, tax policy reform, abolition of harsh restrictions and applying technical measures against illegal sites.
The financial interest of the government also plays a role – legalization and tax on the black market can bring up to 1 billion euros annually. Experts hope that economic motivation will force the authorities to act more actively.
