Zelensky responded to the demobilization petition registered in 2023

President Volodymyr Zelenskyy responded to the petition for permission to demobilize in Ukraine 18 months after mobilization. The answer appeared on the president’s website on January 8.

In his answer, Zelensky refers to the Constitution and legislation on mobilization and military service. In particular, he reminds that the April 2024 law on amendments to “certain legislative acts of Ukraine regarding certain issues of military service, mobilization and military registration” instructs the Cabinet of Ministers to develop and submit to the Verkhovna Rada for consideration draft laws on improving the mechanisms of rotation and dismissal of military personnel.

“Taking into account the above, I appealed to the Prime Minister of Ukraine D. Shmygal with a request to comprehensively work out the issues raised in the electronic petition and to inform the author about their results,” the text says.

The author of the petition, People’s Deputy from “European Solidarity” Oleksiy Goncharenko, commented on the response, noting that it was registered in March 2023:

“Two years have passed. There are no solutions, there is no demobilization. My initiative was not supported, and at the same time, Zelensky will instruct the Cabinet to work out the issue of rotations and dismissal of military personnel.”

The petition received the necessary number of votes for consideration in April 2023. Its text proposed the president, in particular, to address the parliament for urgent consideration of draft law No. 9142. It provided for the right to be released from military service a year and a half after mobilization, if the soldier did not express a desire to continue his service. It was also proposed to grant the demobilized a deferment from conscription for five years.

In November, Defense Minister Rustem Umyerov, answering RFE/RL’s questions, said that the Ministry of Defense of Ukraine is working towards the development of a draft law on the rotation and demobilization of servicemen. However, he did not announce any terms.
