Zelenskiy changed the composition of the National Security Council / photo Zelenskiy / OfficialPresident of Ukraine Volodymyr Zelenskyi made changes to the composition of the National Security and Defense Council of Ukraine (NSDC). This is stated in the corresponding presidential decree No. 80/2026, published on the website of the head of state.
The decree, which enters into force from the day of its publication, is supposed to approve Denys Shmygal, First Deputy Prime Minister of Ukraine – Minister of Energy of Ukraine and Mykhailo Fedorov, Minister of Defense of Ukraine, as personal members of the NSDC.
In addition, this decree provides for the removal of Vasyl Malyuk, who previously held the post of head of the Security Service of Ukraine, from the National Security and Defense Council of Ukraine.
Other presidential decreesBy his other decree, No. 82/2026, Zelensky decided to withdraw from the Agreement on the Protection of State Borders and Maritime Economic Zones of the Commonwealth of Independent States, signed on March 20, 1992 in Kyiv.

In addition, on the same day, the Verkhovna Rada appointed Fedorov to the post of Minister of Defense of Ukraine. Before voting for his appointment, he emphasized that nowadays it is not possible to fight new technologies with the old organizational structure, so complex changes are necessary.
