The head of state announced this in Telegram.
“In today’s sanctions decisions of Ukraine, there are persons who work in Putin’s government structures and are involved in looting in the temporarily occupied territories of Ukraine, one of his “wallets”, a functionary of Russian military intelligence and one of the collaborators,” Zelensky emphasized.
At the same time, he added that work is starting on Russian publishing houses that work to justify aggression and spread Russian propaganda in the world.
“Everything in Russia that is war-oriented should be blocked,” he noted.
Zelensky emphasized that Russia is trying to prolong the war, is expanding its attempts to justify aggression and “normalize” the occupation of Ukrainian territories.
“Also, Russia’s demonstrative political decision to apply “sanctions” against Ukrainian officials, in particular against the Prime Minister of Ukraine, recently appeared. This behavior of Russia deserves much greater pressure from the world and the expansion of the limits of this pressure – both against all sources and schemes of financing the Russian war machine, and against every person who spreads propaganda and makes it difficult to make decisions aimed at achieving true peace. We will give our proposals for new sanctions to the relevant partners,” he notes.
As reported by the Office of the President of Ukraine, Zelenskyi signed two decrees on the implementation of the NSDC’s decisions on the application of personal special economic and other restrictive measures.
It is noted that the first decree introduces sanctions against eight natural persons who are participants in crimes against Ukraine and Ukrainians, have appropriated the property of the agricultural sector, grain crops, objects of cultural heritage, conduct information operations against our state and implement educational standards of the Russian Federation with anti-Ukrainian narratives in the temporarily occupied territories of Ukraine.
“From now on, Russian government officials, an FSB agent for information sabotage, a representative of the information department of the Russian General Staff, as well as a financier close to the Russian leader, Kyrylo Dmitriev, who is involved in attracting Russian investments in key sectors of the economy of foreign countries, and persons who justify the armed aggression of the Russian Federation, are under sanctions,” the message says.
Other sanctions against the RussiansAs UNIAN reported, in September 2025, Ukraine introduced restrictive measures against officials, businessmen and those involved in human rights violations in the temporarily occupied Crimea, propagandists and pro-Russian figures from Moldova.
In particular, the sanctions were applied against six propagandists, including Oleksandr Rogers, who publicly denied the existence of Ukraine, called for changes to the territory and state borders of Ukraine, distributed anti-Ukrainian publications and justified Russia’s armed aggression against Ukraine, and Russian public figure Kateryna Mizulina – a public supporter of Russian aggression against Ukraine.
