The reform will be implemented in three stages.
The concept of the reform was presented during the meeting of the Council of Donors of Institutional Reforms of the MOU. It will have three stages and should end in November 2025.
It is noted that the modern system of military medical commissions has two-sided shortcomings. It allows individuals to avoid military service without legal grounds, but on the other hand, it does not prevent people with serious illnesses from entering the service. This creates additional difficulties for the Armed Forces.
“The reform will allow the decision of the military medical commission to be divided into two separate sets of data — medical and administrative. Some experts will conduct a medical examination for the VLK, and others will analyze the anonymized results of these medical examinations,” the message says.
In addition, conscripts will no longer need to go to the TCC to undergo a medical examination – they will be able to independently choose the hospital where they will undergo a medical examination. Information from there will enter the Electronic Health Care System (ECHS).
Further, the data from this system will enter the medical information system of the Armed Forces, which is planned to be modernized under the reform. A technical possibility will be created to receive data from the ESOZ and the electronic cabinet of the VLK. Yes, the military medical commission will receive data about a person, get acquainted with them, and make its decision.
Random commission will receive anonymized data. Members of the VLK will not know whose documents they are considering. This approach should prevent manipulation and abuse.
“As of today, in the context of the VLK, we have old bureaucratic norms that work slowly and do not inspire confidence among citizens. This reform is necessary so that conscripts can trust the system. To undergo a medical examination in civilian institutions. To feel that their rights are protected and that after the medical examination they are not immediately recognized as fit if they actually have any illnesses.Our proposal is to create a transparent and clear path that will create a foundation for the gullible relations and will make sure that fair conclusions are drawn,” said Kateryna Chernogorenko, Deputy Minister of Defense for Digitalization.
It is noted that a digital trail will be visible after each decision of the VLK – it is about the electronic signatures of both the doctor and the employee of the VLK. In addition, the conclusions of the commissions will be preserved.
“All this will simplify the verification and monitoring of the activities of the VLK by law enforcement agencies,” the Ministry of Defense added.

“If the violation occurred at the stage of the medical examination, the responsibility lies with the Ministry of Health and the National Health Service within the framework of the concluded contracts. If the conclusion of the VLK on fitness for service is incorrectly issued, for example, it is the responsibility of the VLK, and the response should already be carried out by the Ministry of Defense of Ukraine.” , he said.
