At the same time, a person will be referred for further examination only once.

Minister of Health Viktor Lyashko and his deputy Maria Karchevych told RBC-Ukraine how everything will happen now. It is noted that previously, in order to establish disability, a patient was required to be discharged from a hospital – often several per year. Now the list of documents that a person needs to prepare will be clearly regulated.

“According to the consideration of the cases that we had – now we have a list of documents that will have to be submitted to the patient clearly regulated by the Cabinet of Ministers of Ukraine resolution. And this will be checked by the administrator – whether all the documents are available,” explained the head of the Ministry of Health.

Lyashko noted that a person can be sent for additional examination to make a decision – but not more than once. Such a mechanism will be implemented so that “the patient does not go around in circles”:

“Here we are solving two issues: disability was bought by those who did not need it. And disability was not given to those who needed it.”

He emphasized that currently the key task of the Ministry of Health is to find a “golden mean” so that people who have to receive a disability group have the opportunity to do so within the time limit set by the law.

At the same time, Deputy Minister Maria Karchevych says that patients will not have to go to a hospital for evaluation. In addition, from January 1, the right and opportunity to refer a person for evaluation to the heads of the VLK will be granted.

“It is very important for military personnel to simplify the procedure and the route for them. That is, if all the criteria are met, then the head of the VLK will be able to direct,” she explained.

However, this innovation concerns military servicemen, not conscripted citizens and VLK, which they pass during the draft. This is regulated by the order of the Ministry of Health No. 402.

Registration of disability in UkraineAfter high-profile corruption scandals in Ukraine, MSEK was liquidated. On December 30, the President of Ukraine, Volodymyr Zelenskyi, signed the corresponding law. Instead of MSEK, expert teams will work to assess the person’s condition. They will consist of practicing doctors.

The head of the Ministry of Health, Viktor Lyashko, said that the law enforcement agencies have already handed over the proceedings on dubious disability to the Ministry of Health. It is about more than 2000 cases. Already 188 persons have had their disability canceled, 388 have been summoned to a specialized research institute for review.

At the same time, conclusions, certificates and documents issued by the MSEK before January 1, 2025, remain valid. They will continue to be the basis for receiving all social guarantees, rights, benefits, pensions, compensations and other payments provided for by law. But this does not apply to those persons who, according to the decision of the National Security Council, must be checked.
