Denis Pozdnyakov, a minister of digital transformation of Ukraine on electronic communications, told UNIAN.

“In 2025, mobile and Internet coverage is 97.9% (without TT, with tot – 90.9%), and the Internet speed is 31.23 Mbps, in 2023 it was – 23.13 Mbps. The availability and quality of communication is provided by the power of the gas supply operators. Battery and generators to maintain networks, ”he said.

According to him, mobile operators built 3400 mobile base stations for 2024 and provided 4G-linking 809 settlements in Ukraine.

Pozdnyakov noted that it is incorrect to compare Ukraine with other European countries in quality of mobile coverage due to a full -scale war.

“Our energy and telecom-infrastructure is constantly being fired by Russians. Ukrainian operators invest in support of networks, restoration and construction of new ones. European operators have other priorities and, in particular, study our experience in ensuring the sustainability of networks, risk forecasting and overcoming.

At the same time, in his opinion, despite the fact that the financial burden on Ukrainian subscribers is higher compared to Europeans because of the lower income level, the cost of mobile communication in Ukraine is acceptable.

“The average income from the AVERAGE REvenue per user (average income per user – UNIAN) for the largest mobile operator of the country in 2024 was approximately 112 hryvnias a month. This indicates a relatively low financial burden on consumers in the field of mobile communications,”

Among the main reasons in the Minisfra are the Russian shelling that destroy energy infrastructure, which causes mobile communications.

Internal migration of the population is also affected. As a result of the war and shelling, people leave settlements. Accordingly, to use resources efficiently, operators build new towers where there are more people.

“One of the obstacles is that mobile operators in Ukraine are not able to build base stations for credit, as is happening, for example, in most EU countries. In Ukraine, they build infrastructure at the expense of profit, which slows down the coverage process,” Pozdnyakov said.

According to him, the geographical features and terrain are also influenced by mobile communication coverage. Complex relief (mountains, forests, swamps) may interfere with signal transmission. In addition, the economic feasibility of building base stations and scattered settlements in rural areas are complicated.

He also noted the “radiophobia” of citizens who, because of fear, interfere with the construction of mobile base stations.

In particular, the volume of the Internet has increased. Later, he also increased the value of the tariffs of the third largest Lifecell mobile operator in Ukraine.

In Ukraine, mobile communication is one of the cheapest in Europe, but the figures look different. According to the International Telecommunication Union, the ratio of mobile Internet cost to gross national income per capita is 1.36 – one of the highest indicators in Europe after Albania.

The expert on communications Alexander Glushchenko reported that in the last year in some tariff plans the price has increased by two or even three times. At the same time, he believes that mobile operators are unlikely to significantly increase prices.
