The higher anti-corruption court chose the former head of the Dnipropetrovsk regional military administration, Valentina Reznichenko, as a preventive measure in the case of abuses related to the repair of roads in the region, spokeswoman of the Specialized Anti-Corruption Prosecutor’s Office (SAP) Olha Postolyuk said in a comment to Ukrinform.

“VAKS chose the ex-head of the Dnipropetrovsk OVA as a preventive measure in the form of a bail amounting to UAH 30 million, and also imposed a number of obligations on him,” she said.

According to Postoliuk, the exhibitor must hand in his passports to travel abroad, not leave his place of residence, and also arrive when called by the investigation.

The prosecutor of the SAP requested that Reznichenko be placed in custody with the possibility of bail of 40 million hryvnias.

In addition, VACS chose a preventive measure against the ex-head of the Housing and Construction Department of the Dnipropetrovsk OVA Andriy Kolomoyts.

“The judge chose a preventive measure in the form of bail of 15 million hryvnias. The defense said that he has two minor children, a sick mother, and that he is enrolled in graduate school,” the Anti-Corruption Center said.

Earlier, on September 12, the National Anticorruption Bureau and the Specialized Anticorruption Prosecutor’s Office notified the former head of the Dnipropetrovsk Regional Military Administration Valentyn Reznichenko, his former deputy and former heads of departments of the suspicion under part 2 of Art. 364 of the Criminal Code of Ukraine (abuse of power or official position).

On November 2, 2022, “Schemy” published the investigation “Sputnytsia na billion”, in which it was revealed that the private firm “Budinvest Engineering”, which has already spent one and a half billion hryvnias on road repairs in the Dnipropetrovsk region, is directly connected to the head of the Dnipropetrovsk OVA Valentyn Reznichenko , which depends on who and in what amounts to allocate budget funds of the region.

Half of the company was signed up to a woman named Yana Hlanta, a professional athlete who works as a powerlifting coach in Dnipro. As “Schemes” found out, she is a close person for Reznichenko, they traveled abroad a lot together. In addition, Khlanta travels in Reznichenko’s car and received a salary from his company.

The other half of the company, which is absorbing billions during the active phase of the war, is connected through a close person to the businessmen Dubinsky brothers, who were officially declared wanted by the United States on suspicion of financial fraud. Because of the war, state contracts and estimates are not published, so “Schemes” independently analyzed the financial and economic activities of “Budinvest Engineering” and discovered that the main contractor of Dnipropetrovsk OVA is resorting to several suspicious schemes at once.

Valentyn Reznichenko, Yana Khlanta, Volodymyr Dubinsky and other persons mentioned in the investigation did not respond to a request for comment.

Separately, “Schemes” then turned to Volodymyr Zelenskyi with a request to comment on the facts revealed in the investigation, taking into account that the head of the Dnipropetrovsk OVA is a person appointed by the president, and the fact that it is the OP that coordinates the process of infrastructure reconstruction in Ukraine.

“Schemes” also asked how control over the effective and targeted use of budget funds for the reconstruction of infrastructure, in particular, the repair and construction of roads, is carried out, and in what status Yuriy Golyk, a long-time associate of the head of the Dnipropetrovsk OVA, who is present at all meetings, plays his role in these processes regarding the Fast Recovery Plan – the recovery plan of Ukraine.

The OP’s press service, referring to the martial law, reported on the “impossibility of providing information” and the “postponement of consideration of the request” until its end. At the same time, it was noted that “the office of the President of Ukraine is not the administrator of local budgets” and that this issue “is within the competence of local authorities and relevant ministries.”

During the preparation of the investigation, it became known that the journalists of “Ukrainian Pravda” publication are also working on this topic. Therefore, the editors agreed to publish the materials simultaneously.
