“Our military should focus on combat missions and not waste time filling out numerous paper logs. Thanks to the order of the Ministry of Defense No. 687, we reduced 12 paper journals and personnel accounting books to one electronic one,” he said.
According to Umerov, the order provides for the following changes:
- the military can now keep personnel records on a computer
- the electronic journal replaces the content of all paper documents, which were previously kept separately
- the ability to quickly make changes and correct inaccuracies in current information
He expects the changes to save military time and make processes simpler and more efficient.

Earlier on December 4, the head of the Ministry of Defense announced the introduction of a new full-time position in each brigade of the Armed Forces – an authorized officer for procurement of goods, works and services. They will be responsible for procurement planning and organization, preparation of tender documents, market analysis, supplier search and bid selection.
The ministry hopes that this will speed up procurement and eliminate conflicts of interest.
Rustem Umyerov called digitization among the priorities of the ministry after his appointment in September 2023.
