Procedure for applying to the European Commission in accordance with Article 30 § 7 of the Regulation (EU) 2023/956. This provision provides for the possibility of suspending or changing the CBAM mechanism for countries that have undergone extraordinary circumstances – such as war or large -scale destruction.
“In view of the continued full -scale military armed aggression against Ukraine, unprecedented difficult conditions for the functioning of industry, lack of energy resources, destruction, as well as taking into account the transformational processes occurring in connection with the preparation for the future membership Ukrainian goods during meetings with representatives of the General Directorate of the European Commission on Taxation and the Taxud Customs Union, “said Taras Kachka, Deputy Minister of Economy of Ukraine.
According to him, active interagency coordination is currently underway to form an official government position and submit a corresponding request to the European Commission.
“Currently, interagency coordination is being actively conducted to send an official appeal to the European Commission to delay the use of carbon fees for Ukrainian goods, taking into account the conditions provided for in Article 30, paragraph 7 of the SVAM Regulation.” – indicated in the Ministry of Economy.
Earlier, experts and sectoral associations have repeatedly warned of the serious threat of CBAM implementation. In the conditions of a full -scale war, a shortage of investment, the destruction of industrial and energy infrastructure, the introduction of duties can lead to loss of competitiveness of Ukrainian exports, stopping production and rising unemployment.
