Ukraine Implements Resilience Plans for Cities Following Presidential Decree

Ukrainian President Volodymyr Zelensky signed a decree on March 14, 2026, activating a decision by the National Security and Defense Council (NSDC) regarding resilience plans for cities and regions across the country.

The decree states, “To implement the decision of the National Security and Defense Council of Ukraine dated March 3, 2026, regarding Comprehensive Resilience Plans for regions and individual cities… Oversight of the implementation of the decision is assigned to the Secretary of the National Security and Defense Council of Ukraine.”

According to the NSDC’s decision, comprehensive resilience plans must be developed by all relevant agencies within two weeks of the president’s decree. The plans are required to be fully executed before the start of the heating season.

Additionally, a specific deadline has been set for Kyiv. The capital is expected to devise and submit its completed resilience plan within one week.

The document specifies, “The Mayor of Kyiv, as well as the head of the Kyiv City State Administration, must submit an approved Comprehensive Resilience Plan for the city of Kyiv to the Cabinet of Ministers of Ukraine and the National Security and Defense Council of Ukraine within one week.”

President Zelensky's recent decree mandates the development of resilience plans for Ukrainian cities, emphasizing a swift timeline for Kyiv. The initiative aims to enhance preparedness ahead of the upcoming heating season.
