“Today, more than 8,300 convicts have joined the Armed Forces, and another 1,000 applications are under consideration. We also mobilized 100 women. If we talk about the potential of this initiative, according to our forecasts, about 20-30% of the total number of convicts in Ukraine can take advantage of this opportunity and stand up for the state,” he said.
According to Pikalov, it can be an important reserve of the personnel of the armed forces in conditions where Russian aggression is ongoing.
“We view this process not only as a way of replenishing the ranks of defenders, but also as a mechanism of re -socialization because of the highest manifestation of civic responsibility,” he added.
At the moment, as Pikalov noted, in Ukraine, 37 thousand people were convicted by the court and are in custody. However, not all of them are suitable for mobilization according to compiled criteria. For example, persons convicted of terrorism, corruption and sexual crimes, for crimes against state security are not subject to mobilization.
Prisoners’ mobilization in UkraineAccording to UNIAN, in 2024, Ukraine introduced a mechanism for voluntary mobilization of the armed forces convicted to the ranks in exchange for the possibility of parole after completion of service.
Mobilization is exclusively voluntary and provides several stages of verification, including medical and psychological examination. The convicts can only be mobilized with the consent of the prisoner and the commander of the military unit.
Mobilized convicts serve in special units formed exclusively from former prisoners. These units, including assault teams, operate under the guidance of experienced commanders. Justice Minister Denis Masuska noted that such an organization of the service contributes to the effective integration of prisoners into military structures and provides an adequate level of control.
