“NATO’s question in the context of Ukraine is a discussion within NATO, which lasts for a long time. There are various visions and parameters, especially given the realities of the continuation of the war, on this issue, in the middle of NATO there is no consensus and Member States have different approaches,” Fidan said.
He added that NATO has a collective security form, and it is necessary to find out which form of cooperation will be as useful as possible for Ukraine because there is European, American and Turkish positions.
“During negotiations in Russia, this issue was not on the agenda,” Fidan said.
