Extraordinary arrival at the checkpoints of cars of security and defense forces of Ukraine / photo UNIANThe Ministry of Community and Territories has approved new rules for the functioning and use of the ECHIRGE system to cross the border.
According to the press service of the department, the updated rules are primarily aimed at ensuring the predictability of waiting time in online turn and taking into account the transportation of priority goods.
“Our goal is that each carrier crosses the border predicted and predictably. For this purpose we are constantly working on the modernization of the Echerga system. The new rules take into account the needs of business, provide priority for a number of cargoes and will make the system more predicted,”-said the Vice Prime Minister.
In particular, the rules provide for priority arrival at trucks omission:
- with perishable cargo;
- carrying out goods of enterprises with the status of “Authorized Economic Operator” (AEE);
- having a transit declaration (T1) or a TIR book.
The ratio of priority cargoes to other types of goods will be calculated in accordance with the approved rule, namely – 1 truck AEO/T1/MDP with perishable loading: 1 truck with perishable loading: 1 truck AEO/T1/MDP: 5 trucks that do not have priority.

The Ministry emphasizes that an important innovation in the rules is the Evherghi prediction tools, namely preventing situations in which carriers book the place in the queue “just in case”, without a clear intention to carry out transportation. In doing so, they increase the queue, which becomes unpredictable during mass cancellations or extensions of waiting time from the carriers – especially on weekends.
To overcome this phenomenon, the number of extensions and cancellations will be restricted in the system. Yes, you can use the queue continuation function once every two months (60 days) for each carrier car. It will be possible to delay the arrival at the checkpoint once every 4.6.8 or 10 hours.
As before, users will be able to cancel the queue. However, the electronic system will automatically block the ability to register in a new queue of a specific truck within two weeks, if:
- The user has made false data on the driver, cargo or vehicle;
- Data on the border crossing without registration in the Jergi were revealed;
- Data on cargo transportation were revealed, but during the registration in the queue was indicated by an empty vehicle;
- The user twice in a row independently canceled the place in the queue for a truck that was already in the status of “entry to the checkpoint”;
- The queue was canceled twice in a row due to the disobeying of the truck to the checkpoint;
- The day before the border crossing, the user twice canceled the place in the queue within the last 30 days.
The department reminded that Echerga is currently working for licensed vehicles (trucks and buses) at checkpoints with all countries. Thanks to the border system, over 2.2 million vehicles were crossed from Ukraine on an online record. Of these, more than 200 thousand are buses.
“Echerga” – other newsIn December 2022, an electronic boundary of the border crossing for trucks – “Echerga” started in Ukraine. The key task of the system is to calculate the estimated intersection time of the border.
In March 2023, the “Echerga” worked for the drivers of trucks crossing the international checkpoint “Yagodin-Dorogusk” at the border of Ukraine and Poland.
In February 2024, the government approved a resolution extending the electronic turn of the border and drivers of cars. The Cabinet then approved the possibility of information exchange between the Echerga system and the action portal.
