The Verkhovna Rada adopted the law on the reset of customs

On September 17, the Verkhovna Rada adopted in its entirety draft law No. 6490-d on the reset of the customs office, Deputy Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Yaroslav Zheleznyak said.

The law was supported by 260 votes of parliamentarians.

Approval of the document provides for the following:

  • reboot according to the BEB model agreed with international partners;
  • a transparent competition for the head of the State Customs Service (SSC) with the participation of international organizations;
  • the political independence of the head of the SMC and his dismissal based on the audit opinion;
  • re-certification of all employees within 18 months from the appointment of a new chairman;
  • half of the members of the attestation commissions for management positions are chosen by internationals based on proposals from the business community;
  • salary increase at the level of the law.

According to Vitaly Shabunin, chairman of the board of the public organization “Anti-corruption Center”, the adoption of this law should increase budget revenues by 100 billion hryvnias over several years.

Previously, Ukraine’s western partners, as well as the International Monetary Fund and the World Bank, insisted on the implementation of the customs reform.
