Yaroslav Zheleznyak noted that at the level of the law, the following categories of IDPs will have the priority right to receive compensation for destroyed real estate objects:
- have reached retirement age;
- have two or more dependent children;
- are single mothers (parents) raising a minor child without a father (mother);
- are persons with disabilities of the III group;
- have a dependent child under the age of six, are the child’s adopters, guardians or custodians, foster carers, adoptive parents or foster parents;
- have a dependent child who is suffering from serious diseases.
The Ministry of Justice of Ukraine reported that in April 2024, victims of the Russian Federation’s aggression against Ukraine will be able to submit a statement to the International Register of Damages. It will accept applications “relating to losses and damage caused to individuals who lost their homes as a result of Russian aggression.”
The department expects that hundreds of thousands of appeals will be sent to the international register during the first stage, since about 500,000 applications for compensation have already been recorded in the Ukrainian register.
In March, it became possible to submit an application to the International Register for compensation for damages caused as a result of Russian aggression through the Diya application.
Ukraine’s reconstruction needs already amount to almost 486 billion dollars. These are the results of the third damage and needs assessment (RDNA3), which the Ukrainian government conducted jointly with the World Bank.
