According to PAP, the Minister of Internal Affairs and the Martin Kervinsky Minister and Administration said. According to him, the draft law approved by the Council of Ministers is a response to the veto of President of Poland Karol Navrotsky regarding the temporary protection of Ukrainians in Poland.
“In this law, we come from two main proposals: the first question is a comprehensive regulation of payments for all foreigners in Poland … with comprehensive decisions on all payments paid to foreigners who are legally in Poland, regardless of their nationality,” the minister said.
He added that the bill provides for the regulation of payments: 800+, good start and active parents.
“The receipt of payments will depend on the professional activity of a person in Poland. The exception is those who educate children with disabilities – provided that the relevant certificate from Polish institutions will be provided. All will be based on data on payment of contributions to ZUS, within its systems. We improve and strengthen control in this area,” Kervin said.
According to Polish Radio, according to Prime Minister Donald Tusk, such benefits as 800+ program will, with some exceptions, will only be provided to foreigners who work and pay taxes in Poland.
Ukrainians will also be able to use this privilege in situations that make it impossible for employment. For example, Ukrainians who use a child care.
“800+” will be for Ukrainian women and Ukrainians who work or are on forced unemployment … In other cases, it will be necessary to work and pay taxes to be able to use “800+” if you are a foreigner. And this is regardless of nationality. It would be good that other nationalities in the Polish state would not feel better than the Poles, “Tusk emphasized.
The Prime Minister stressed that the changes concern all foreigners, but Ukrainians are the largest group that receives financial assistance from the state. He also assured Ukraine of constant support in defense against Russian aggression.
Ukrainians in Poland: what is worth knowingAs reported by UNIAN, in August 2025, President of Poland Karol Navrotsky vetoed the law on assistance to Ukrainian citizens. In his opinion, Ukrainians should not be higher than Poles in Poland. He believes that only those Ukrainians who are obliged to work in Poland should receive benefits under the 800+ program.
The survey showed that most Poland citizens support the country’s presidential decisions to veto the law on assistance to Ukrainian refugees.
