It is planned to introduce a basic state payment for anyone who has reached the age of 65, regardless of service.

The Minister of Social Policy Denis Ulyutin told this in an interview with Ukrinform.
He noted that pension reform is a challenge not only for the Ministry of Social Policy, but for the whole state. According to him, the lack of a sustainable model of pension provision creates distrust of people, discourages them to pay contributions, from where there is a shortage of the pension system, low pensions, a large number of special specialty, the lack of a cumulative part.
“The main thing is that we want to distribute only the amount of money that is actually raised through the ESA in a particular year. This will create a deficiency system,” Ulutin said.
Also, according to him, the ministry provides for the introduction of a basic state payment to anyone who has reached the age of 65, regardless of the length of service, so that the person does not remain without support. In addition, it is planned to make a solidarity system “indeed solidarity”: how much a person has made – so much.
The minister stressed that the introduction of a cumulative pension system should be an important component, without which it will not be possible to provide a decent pension in the long run.
“The discussion around the accumulative system is always resting in one thing – how and where to invest in to save and multiply. If we simply take contributions, we will remove them from public finances, and then turn back to government securities, we will not create value added. It is actually a repetition of the logic.
According to Ulyutin, the main task is to identify reliable investment tools, and the ministry is actively consulted with international partners to develop common mechanisms to protect pension savings.
“The cumulative system should stimulate young people and employers to invest in their future – because of understandable reliable tools. This should not be a mandatory deduction as in the solidarity system, but an additional option that a person chooses consciously,” the minister stressed.
At the same time, he noted that it is not at the moment of raising the retirement age.
“As part of what we plan, entering the solidarity system will be possible only after the length of service is reached. The person will not be able to enter the solidarity system if under special laws has the right to retire earlier. This will be a separate law where special pensions will be transferred to professional ones, which will be financed from additional sources.”

According to her, one of the distortions is the situation where people retire in different years with the same amount of rights and receive different amounts of payments.
The Ukrainian authorities intend to change the pension system in the country: indexation will be the only mechanism for raising payments. According to the IMF memorandum, the Government of Ukraine plans to limit the amount of additional payments to certain categories of pensioners.
