The agency noted that the statement of the regional director of the ICRC dated January 14 actually equated the responsibility of Russia as an aggressor state with Ukraine, which defends itself and its citizens.
The Ministry of Foreign Affairs of Ukraine emphasized that they consider such wording unacceptable.
“Ukraine acts exclusively within the limits of international law and strikes only for legitimate military purposes, exercising its right to self-defense in accordance with the UN Charter,” the Ministry of Foreign Affairs of Ukraine emphasized.
Moreover, the department noted that they consider any attempts to equate the actions of the victim of aggression and the aggressor as immoral. It is added that they distort the real picture of the war.
“Kyiv expects from the ICRC a clearer position and correct public communication regarding the causes of humanitarian suffering in Ukraine,” the message reads.
The Ukrainian side called on the Committee to intensify efforts to obtain unimpeded access to Ukrainian prisoners of war and civilians illegally detained by Russia.
The Ministry of Foreign Affairs of Ukraine reminded that this very issue should be one of the organization’s key priorities.
“Representatives of the ICRC recognized the inappropriateness of attempts to equalize the responsibility of the parties and agreed with the need to change communication approaches. Juan-Pedro Scherer assured that the ICRC team in Kyiv well understands the real humanitarian situation and feels the consequences of the Russian attacks firsthand,” the agency said in a statement.
The parties agreed to strengthen the dialogue, in particular, to conduct additional consultations, which should help the ICRC to better understand the scale of the humanitarian crisis in Ukraine and to work more actively on access to captured and detained civilians.
