“As for the Bulgarian blocks, we look at different options. We would not like to dwell on Bulgarian technologies. If it does not work, we need to consider other options, and we now work them with partners,” – said the head of the Energy Department, without giving details about possible alternatives.

According to Hrynchuk, Ukraine has both technologies for construction and its own specialists. And nuclear reactors can be purchased not only in Bulgaria.

Completion of Khmelnitsky NPPAccording to UNIAN, the Cabinet of Ministers planned to start the construction of 3 and 4 Khmelnitsky NPP units by the end of 2026. The question remains which reactors will be used to complete the KhNPP. It is known that the Ministry of Energy conducted negotiations on the purchase of two reactors of Russian production in Bulgaria, but the result was never achieved.

For the first time, two blocks at Khmelnitsky NPPs were talked about in 2024. The then head of Energoatom, Petro Kotin, stated that it would make it possible to compensate for the loss of access to the occupied Zaporizhzhya NPP.

On February 26, 2025, the Verkhovna Rada adopted the law necessary for the purchase of Bulgarian reactors, but other obstacles emerged. In particular, Bulgaria’s authorities stated that he would not sell the reactors, although the Ministry of Energy himself assured that they did not receive an official response from the Bulgarian side.

On July 29, Energy Minister Svetlana Grinchuk declared his intention to continue negotiations about the purchase of Bulgarian blocks of Russian origin. However, the results of these negotiations were also not reported.

The initiative to complete the units was criticized by experts. Analysts emphasized that no expertise was conducted on how much reactors from Bulgaria would fit Ukraine. Thus, there is a risk that even after successful purchase, they will never work.
