The spokesman of the Ministry of Defense of Ukraine, Dmytro Lazutkin, said on the broadcast of the Yedyni Novyni marathon that it is necessary to start from the fact that the main criterion for suitability for military service is a person’s functionality, and this is determined in accordance with regulatory and legal acts.

“This means that each case is evaluated individually, depending on the state of health, the specifics of the disease. You mentioned HIV. For example, for people with HIV or tuberculosis, fitness for service is evaluated based on how much the disease affects their ability to perform military tasks Lazutkin said.

According to him, eligibility for military service for persons with HIV depends on the stage of the disease. In particular, people with asymptomatic HIV carriers or stable disease are eligible for military service.

“This means that they have the right to defend their country and can do it,” the spokesman emphasized.

However, persons with HIV at the stage of immune subcompensation are suitable for service only in the rear areas, when there is no need to perform combat tasks. At the same time, people in whom HIV has led to immune decompensation are unfit for service and are subject to exclusion from military registration. Lazutkin said that there are also clear criteria for people with tuberculosis and the health department prescribed them very carefully.

“Active tuberculosis, at least of the lungs, with secretions of microbacteria or the presence of decay of lung tissue – this definitely automatically makes a person unfit for military service in any case. Such persons are subject to exclusion from military registration,” Lazutkin emphasized.

At the same time, according to him, if people are mobilized into the army who should not be drafted due to their health, this is a violation of order 402 of the Ministry of Defense.

“Responsibility for such cases rests with the doctors of the Military Medical Commission (MMC), who conduct medical examinations of conscripts. Failure to comply with these norms can lead to the incorrect equipment of military units at the very least and have a very negative impact on the defense capability,” the spokesman said.
